QuickPlot

QuickPlot is the simplest, most effective software I've seen for story outlining. This software is offered free by Typing Chimp Software. The company sells Character Pro and QuickStory, but the focus here is on this free little program I think you'll find useful.

QuickPlot works on the tree method. There are two panes (left and right). The left pane is where the tree is displayed, the right pane is where you type your text. Any number of headings and sub-headings can be created in the tree, allowing you complete flexibility so you can outline using any method you choose. If you work with a three-act structure, set up headings and sub-headings accordingly. If you prefer the twelve-step hero's journey, design your headings to represent each of the steps. You can even tailor the tree to fit your own structuring system. Create headings and sub-headings for synopses, characters, notes, or anything else you want. By expanding and collapsing the tree, you can create custom set-ups that allows you to export and print only the parts of the outline you want to see.The beauty here is in the simplicity. There are no templates to fill out, no questions to answer, and no wizards to go through in order to start your outline. You decide how to outline your story in QuickPlot.
